HUD's Public Housing Program

 

  • What Is Public Housing?
    • Public housing provides safe, decent, and affordable rental housing for eligible low- and moderate-income families, older adults, and persons with disabilities. Communities may include duplexes, quadplexes, and apartment buildings. Rent is based on each family's anticipated annual adjusted income.


  • Who Is Eligible?
    • Eligibility is determined by:
      • Annual gross income 
      • Family composition 
      • Elderly or disability status 
      • U.S. citizenship or eligible immigration status 
    • All applicants must pass screening to help protect residents and property, including:
      • Criminal history (past five years) 
      • Credit and rental history, including evictions 
      • References from previous landlords 
    • Applicants may be denied if their past behavior could negatively affect other residents or the community.


  • Is There Emergency Housing?
    • No. Public housing is not available on an emergency basis. All applicants are placed on a waiting list, and wait times vary depending on vacancies, the number of applicants, and the bedroom size needed.


  • How Is Bedroom Size Determined
    • Bedroom size is based on household size, generations, ages, and gender.
    • Generally, one bedroom is allowed for every two people of the same generation and sex. 
    • Children under age two do not qualify for an additional bedroom. 
    • People of different generations or different sexes are not required to share a bedroom. 
      • If your household changes after move-in, you may request a transfer to an appropriately sized unit.


  • How Is Rent Determined?
    • Rent, called the Total Tenant Payment (TTP), is based on anticipated annual gross income minus eligible deductions, which may include:
      • $480 for each dependent 
      • $400 for households headed by an elderly person or person with a disability 
      • Certain medical deductions for elderly or disabled households 
    • Annual income includes income from the head of household, spouse, and all household members age 18 and older. 
    • The formula used in determining the TTP is the highest of the following, rounded to the nearest dollar:
      •  (1) 30 percent of the monthly adjusted income. (Monthly Adjusted Income is annual income less deductions,  and divided by 12 months); 
      • (2)10% of gross monthly income;  
      • (3) or $50 minimum rent
